The present invention radiates uniform illumination light by ameliorating an angular color difference. In an embodiment, the present invention is provided with a light-emitting module (15), and the light-emitting module (15) is provided with: a substrate (21); a plurality of semiconductor light-emitting elements (45); and a plurality of sealing members (54). Each light-emitting element (45) is disposed on the substrate (21). Each sealing member (54) has as the primary component a light-emitting resin with which a fluorescent body has been mixed. The sealing members (54) are formed rising from the bottom surface thereof, which is adhered onto the substrate (21), and each embed at least one of the light-emitting elements (45). The ratio (H/D) of the height (H) of the rising up of the sealing members (54) to the diameter (D) of the bottom surface is 0.22 to 1.0.
