<P>PROBLEM TO BE SOLVED: To surely detect a suspicious person who does not have a portable unit by making a person within a monitor area corresponding to a portable unit. <P>SOLUTION: A mobile monitoring system which identifies whether a mobile is accompanied with a portable unit comprises object detection means which detects a location of the mobile in the monitor area, receiving means which receives a radio signal transmitted by the portable unit, azimuth detection means which detects a location or an azimuth of the portable unit from the received radio signal, corresponding processing means which compares the location or azimuth of the mobile with that of the portable unit and, in the case where a degree of matching of the location or azimuth meets a first criterion, makes the mobile corresponding to the portable unit, and chasing means which records the detected location of the mobile together with a result of corresponding and chases the mobile.
