PROBLEM TO BE SOLVED: To prevent negligence of monitoring while suppressing a network band.

SOLUTION: A control unit 4 sets a sub-preset position between an n-th preset position and an (n+1)-th preset position. The control unit 4 performs control so as not to distribute image data obtained by imaging means at a position other than the preset positions and the sub-preset position.
