PURPOSE: A contact priority setting method in an emergency situation, a contact priority processing apparatus, and recording medium thereof are provided to efficiently utilize a communication network in an emergency contact system. CONSTITUTION: A contact object person processing unit(240) consecutively sets up a contact priority about a caller between a location of a caller terminal and a location where an emergency situation happens or between a location of the caller and a location of an emergency situation spreading terminal. The contact object person processing unit sets a caller with the set contact priority as a contact object person.
