PROBLEM TO BE SOLVED: To attain promotion of relief activity or support activity by maintaining communication connections as many as possible in disaster occurrence. SOLUTION: A communication apparatus which uses a time division multiple access method to allocate a slot to a communication apparatus of a communication partner and uses the relevant allocated slot to communicate with the communication apparatus of the communication partner includes: an information acquiring means for acquiring disaster occurrence information; and a communication control means for controlling the number of frames required for allocating one slot to the communication apparatus of the communication partner on the basis of the disaster occurrence information acquired by the information acquiring means.
