PURPOSE:To make possible the outputting of a high-density speed signal with good accuracy even if the pulse signal for every unit extent of movement is coarse in density by determining the estimated speed of a moving body until the value based on the next pulse signal is obtd. by extrapolation. CONSTITUTION:A means 3a for periodic extrapolation extrapolates the intermediate period during the time until the next period T2 is measured in accordance with the present period T1 measured by a means 1a for measuring period and the period P0 measured in the past. The means 3a stops the extrapolation when an on signal from an idle switch 9 or brake switch 11 is inputted thereto. The extrapolation system of the means 3a is extrapolated onto the extension line of the line connecting the past measured period T0 and the present measured period T1 by a straight line and may be extrapolated onto an optional curve in addition to the straight line. The speed signal is thus made high in density with good accuracy even if the density of the pulse signal for each of the unit extent of the movement is relatively coarse.
