摘要 PURPOSE: An apparatus and a method for upgrading a high-moisture and low-rank coal are provided to dry the low-rank coal at a lower temperature than an existing temperature, and to prevent oxygen absorption in storing the low-rank coal, which is molded into a dried coal powder, in a coal yard, thereby satisfying conditions of fuel for a standard thermal power plant using a pulverized coal. CONSTITUTION: An apparatus for upgrading high-moisture and low-rank coal comprises an oil vapor manufacturing part(100), which manufactures oil vapor, and an oil vapor drying part(110), which dries a low-rank coal using the oil vapor supplied from the oil vapor manufacturing part. The oil vapor manufacturing part is connected to an exhaust gas supply source in order to use exhaust gas as a heat source. The exhaust gas supply source is a normal power plant or an oxyfuel power plant. Oxygen concentration in the exhaust gas is less than 5%. The temperature of the exhaust gas is 150 to 250 Celsius degrees. The oil vapor manufacturing part includes an oil storage tank, an exhaust gas distributor, a nozzle, and a heater. The exhaust gas distributor is installed inside the oil storage tank, and is connected to the exhaust gas supply source in order to distribute the exhaust gas to the oil storage tank. The nozzle is respectively connected to the oil storage tank and the exhaust gas supply source so that the oil vapor formed in the oil storage tank can be discharged by the propulsion of the exhaust gas.
