PURPOSE: A steel plate and an apparatus for reducing frictional resistance are provided to reduce the area of a ship, which is contacted to liquid and frictional resistance applied to a main body, by reducing the area of the main body. CONSTITUTION: A steel plate for reducing frictional resistance comprises a main body(2) and a dimple part(3). The main body comprises through-holes. The dimple part contains receiving grooves for receiving fluid. The receiving grooves are coupled to the other end of the main body to be connected to the through-holes. The vertical cross section of the dimple part is formed into the shape of an omega.
