A transdermal reservoir (10) and a method for loading a material includes providing a reservoir including a backing (12) with an interior surface (14) comprising a bibulous reservoir (18) having a patient contact surface (20) disposed on the interior surface (14). The method includes providing a closure (24) sized to engage the backing (12) to form a releasable seal to isolate the bibulous reservoir (18) from the ambient environment. The closure (24) has an inside surface (28) with an absorbent material disposed thereon such that the absorbent material is positioned in intimate contact with the bilulous reservoir (18) when the closure (24) engages the backing (12). The method includes applying an aliquot of a material to the absorbent material, placing the closure (24) on the backing (12) which puts the absorbent material in intimate contact with the bilulous reservoir (18) and allowing the assembly sufficient time to allow the aliquot of material to be absorbed into the bibulous reservoir (18).
