PURPOSE: A light amount control device and a photographing device with the same are provided to obtain two images photographed at two different angles at high speed when photographing 3D images by using two blocking plates, thereby operating at high speed. CONSTITUTION: A light amount control device(1) comprises a 2D diaphragm assembly(10), a 3D diaphragm(20), a first blocking plate(31), and a second blocking plate(32). The 2D diaphragm assembly controls an opened area of a through-hole where lights are penetrated through. The 3D diaphragm assembly forms a first opening(103) and a second opening(105) by closing a part of the through-hole or opens the through-hole by moving to an outer side of the through-hole. The first blocking plate moves to open or close the first opening. The second blocking plate moves to close the second opening when the first blocking plate opens the first opening and to open the second opening when the first blocking plate closes the first opening.
