<P>PROBLEM TO BE SOLVED: To prevent a false fee settlement. <P>SOLUTION: When receiving a fee settlement execution confirmation command from a roadside device, a narrow area communication on-vehicle device acquires card identification information registered in a portable terminal from the portable terminal as well as card identification information of a settlement card inserted in a card insertion port, and determines a consistency of the card identification information acquired from the portable terminal and the card identification information of the settlement card inserted in the card insertion port (S308). When determining the consistency of the card identification information, the narrow area communication on-vehicle device performs processing for the fee settlement (S312).
