<P>PROBLEM TO BE SOLVED: To provide an illuminating device having high extraction efficiency of light flux emitted from a light emitting device. <P>SOLUTION: The illuminating device includes: a plurality of semiconductor light-emitting elements for a light source; and translucent cover members which integrally cover the plurality of semiconductor light-emitting elements mounted on a substrate and a substrate surface.
