PROBLEM TO BE SOLVED: To provide an aqueous agent of treating metal surface for forming surface treating film excellent in adhesion and in preserving chemical resistant adhesion and capable of preventing a laminate film or a resin coating from peeling off from a metallic material.

SOLUTION: The aqueous agent of treating metal surface includes a polyisocyanate compound (A) comprising two or more of blocked isocyanate groups, which aqueous agent of treating metal surface further preferably includes one or more of crosslinkable compound (B) selected from a crosslinkable organic compound (B1) comprising a functional group that can react with the isocyanate group and a crosslinkable inorganic compound (B2) comprising an element that can react with the isocyanate group. The polyisocyanate compound (A) preferably is a urethane prepolymer blocked with a bisulfite.
