<P>PROBLEM TO BE SOLVED: To provide an optical element and a method for manufacturing the optical element, and a light-shielding coating material, for achieving improvement in flexibility and weather resistance of a cured product in a light-shielding film formed on a non-effective portion for rays of the optical element, so as to suppress color unevenness or the like that influences the functions and appearance of the film. <P>SOLUTION: A light-shielding film 4 formed in a non-effective portion 3 for rays of an optical element comprises a cured product of an epoxy resin and a phenolic resin.
