摘要 <P>PROBLEM TO BE SOLVED: To improve bus efficiency of reference image acquisition in detecting a motion vector in a multistep motion search system. <P>SOLUTION: An encoding object image is stored in a frame buffer (101), and a reference image acquired by local decoding is stored in a reference frame buffer (114). A motion search part (102a) compares the encoding object image with the reference image to detect a motion vector at low accuracy. A vector relative position calculation part (103) calculates a relative position between the motion vectors of blocks for continuous processing from motion vector information of a first step by the motion search part (102a). A reading control part (104) reads all of the reference images of the blocks by one access when the relative position between the motion vectors is in a range for improving the bus efficiency, and independently read the images otherwise.
