<P>PROBLEM TO BE SOLVED: To synchronize media between video and sound, as well as synchronize the timing of illumination switching, etc. as will be needed to arrange multimedia content for effect. <P>SOLUTION: The present invention is devised in such a way that by transmitting an arrangement control signal and a delay measurement sound from a transmitting ground side to a receiving ground side system, an instruction is given to measure delays in content and arrangement control information, and the receiving ground side measures delays in content and arrangement control information on the basis of the delay measurement sound received from the transmitting ground side and transmits delay values to the transmitting ground side. The transmitting ground side adds the delay values acquired from the receiving ground side to the arrangement control information of the content, and transmits arrangement control information which has had the content and the delay values added thereto to the receiving ground side.
