<P>PROBLEM TO BE SOLVED: To provide a method of forming a stent graft having an inner layer and an outer layer not so porous as the inner layer. <P>SOLUTION: A mandrel 12 is charged with a first charge 26, a first needle 14 is charged with a second charge 28, the mandrel and the first needle are relatively rotated/moved, and a first polymer mixed with a first solvent is supplied at a first flow rate through the first needle. Thus, a first layer 38 of a fiber 32 is electrospinned on the mandrel. A stent is arranged in the first layer; the mandrel is charged with a third charge; a second needle is charged with a fourth charge; the mandrel and the second needle are relatively rotated/moved; and a second polymer mixed with a second solvent is supplied at a second flow rate through the second needle. Thus, a second layer of the fiber is electrospinned on the stent.
