VEHICLE DETECTION DEVICE, VEHICLE DETECTION SYSTEM AND COMPUTER PROGRAM

PROBLEM TO BE SOLVED: To provide a vehicle detection device, a vehicle detection system and a computer program which can detect a vehicle flashing a prescribed alarm lamp with accuracy even when there are small luminance changes.

SOLUTION: A time difference image generation section 103 generates a plurality of time difference images in time series on the basis of differences between pixel values of a plurality of picked-up images having different imaging time points. A coincidence/non-coincidence determination section 107 determines a coincidence/non-coincidence of prescribed pixel blocks between a latest time difference image and another time difference image of the time difference images generated in the time difference image generation section 103. A vehicle detection section 108 detects the vehicle on the basis of a transition frequency of the coincidence/non-coincidence determined in the coincidence/non-coincidence determination section 107.
