<P>PROBLEM TO BE SOLVED: To provide an illumination light communication device capable of performing visible light communication without interruption even in a case that lighting control of a light source unit is PWM-controlled, and a lighting apparatus using it, and a lighting system. <P>SOLUTION: An illumination light communication device comprises: a main light source unit 2: a first power supply unit which lighting-controls the main light source unit 2 by PWM-controlling first load current I0 flowing through the main light source unit 2 based on a lighting control signal: an impedance element 6 connected to the main light source 2 in series: a switching element Q1 connected to the impedance element 6 in parallel: and a communication unit which superimposes a communication signal by modulating the optical intensity of illumination light output by the main light source unit 2 by generating the binary communication signal, and controlling on/off of the switching element Q1 by the communication signal. The impedance element 6 includes an auxiliary light source unit 60.
