<P>PROBLEM TO BE SOLVED: To provide a hydraulic circulation generating device that generates power at the high efficiency of power generation by circulating water not depending on natural precipitation. <P>SOLUTION: Deep excavation is performed near a water source, and a hydroelectric power generator 10 is established on the bottom and connected with the water source through an intake pipe 40. The intake pipe is extended obliquely upward from the water source and extended obliquely downward toward the power generator having a peak at the boundary of the water source and the power generator, and water wheels are provided at the front and rear, and the middle point of the intake pipe. Water falls down to the underground power generator with water pressure and falling water power, and water wheels 41 to 43 are rotated. An oblong water tank 20 is provided to pump up water falling down to the underground power generator, and the upper portion of the oblong water tank 20 is covered with a lid to be sealed. The oblong water tank 20 is connected with the outside through an intake pipe 30, and water wheels are provided at the front and rear, and the middle point of the intake pipe 30. If the oblong water tank 20 is filled with water by the lid, water falls through the intake pipe 30 down to the outside of the water tank.
