<P>PROBLEM TO BE SOLVED: To provide a means for forming a thin film of graphite on a metal surface at a lower temperature compared with a prior art. <P>SOLUTION: An alcohol solution of 10% resol type phenolic resin is prepared as a solution A. An alcohol solution of 1% ferric acetate is prepared as a solution B. Diethylene glycol is prepared as a solution C to be used as a reducing agent. 50 milliliters of the solution A, 50 milliliters of the solution B, and 1 milliliter of the solution C are mixed sufficiently. After applying the resulting mixture onto an iron plate, a heat treatment is performed for 30 minutes at a lower side temperature (160°C), and a further heat treatment is performed for 60 minutes at a higher side temperature (500°C) in the absence of oxygen.
