<P>PROBLEM TO BE SOLVED: To properly perform charge/discharge control in relation to the balance adjustment of state of charge among a plurality of battery elements, even when battery elements of which capacities are different from each other are assembled into a cell string. <P>SOLUTION: An SOC detecting part 19 individually detects each SOC (state of charge) of a plurality of battery elements 15. A residual charge quantity calculating part 23 individually calculates each residual charge quantity Qrd of the plurality of battery elements 15, on the basis of full charge capacity information in relation to a full charge capacity Qfl of the plurality of battery elements 15 obtained from a full charge capacity information storing part 21, and on the basis of each SOC of the battery element 15 that is individually detected by the SOC detecting part 19.
