<P>PROBLEM TO BE SOLVED: To provide water-soluble reinforced paper water-soluble as a whole and excelling in water solubility even if the whole is washed down as it is in a toilet and moreover having strength that is hard to tear in use. <P>SOLUTION: A mesh-like reinforcing net body (3) is provided between a front paper sheet (1) and a rear paper sheet (2), and the front paper sheet (1) and the rear paper sheet (2) are stuck to each other.
