<P>PROBLEM TO BE SOLVED: To provide an image formation device capable of suppressing generation of an abnormal image caused by discontinuous discharge between a movable belt body and transfer means to supply a higher quality image. <P>SOLUTION: An image forming device includes transfer means 31 provided with a film like member 42 in contact with an intermediate transfer belt 30 from the opposite side of an image carrier 22 for transferring a toner image carried by the image carrier 22 onto the intermediate transfer belt 30. The surface resistivity of the film like member 42 is: (a) 1.0×10<SP POS="POST">7</SP>Ω/sq. or larger and 1.0×10<SP POS="POST">1</SP>1 Ω/sq. or smaller when the belt body is an intermediate transfer body, and (b) 1.0×10<SP POS="POST">8</SP>Ω/sq. or larger and 1.0×10<SP POS="POST">1</SP>1 Ω/sq. or smaller when the belt body is a transfer material conveyance body.
