<P>PROBLEM TO BE SOLVED: To secure a necessary charging amount if needed even when optimizing charging and discharging for a rechargeable battery so that energy saving is performed. <P>SOLUTION: An electric vehicle 100 (a moving object) includes a charging and discharging condition control part 120 and a charging and discharging condition notification part 130 (a charging condition notification part). The charging and discharging condition control part 120 controls a charging and discharging condition which describes a requirement which is associated with an electric vehicle user and is applied to charging and discharging the electric vehicle 100. The charging and discharging condition notification part 130 notifies a charging and discharging condition to a charging and discharging device 200. The charging and discharging device 200 includes a charging and discharging planning and control part 210 (a charging condition acquisition part, and a charging plan creation part).
