<P>PROBLEM TO BE SOLVED: To appropriately charge a secondary cell 38 by setting a duty ratio based on a reception state of waves and an ambient temperature (T<SB POS="POST">A</SB>) in intermittently charging the secondary cell 38. <P>SOLUTION: A mobile phone 10 includes a secondary cell 38 and a power circuit 36 for continuously or intermittently charging the secondary cell 38. An ambient temperature (T<SB POS="POST">A</SB>) of a heat source of each of a radio communication circuit 14 and the power circuit 36 is detected by using a thermistor TH included in the secondary cell 38. Additionally, transmission power P is obtained from the receiver sensitivity of waves detected by the radio communication circuit 14.
