Provided is a laminate comprising a foamed polyimide that is highly heat-resistant and flame-retardant, is very safe, and blocks moisture. Also provided is a thermal-insulation material using said laminate. The present invention is a laminate, and a thermal-insulation material using same, characterized in that a surface layer using a flame-resistant resin composition containing a chlorine-containing elastomer and a flame retardant is laminated to at least one surface of a foamed polyimide so as to form a single unit, said polyimide having a glass transition temperature (Tg) greater than 300°C.
