<P>PROBLEM TO BE SOLVED: To provide an earthquake-resistant panel which is applied to a construct having a framework structure, has a proof strength, and prevents damage of a framework and collapse of a construct as much as possible even at the occurrence of a large earthquake. <P>SOLUTION: An earthquake-resistant panel 10 includes: a rectangular thin plate 1 which is elastically deformed in response to tremors of a magnitude of not more than a predetermined value and plastically deformed in response to tremors of a magnitude of exceeding the predetermined value to reduce a load applied to a framework 12; a frame 2 which is provided on all sides of the thin plate 1 and attached to the framework 12 to restrain the thin plate 1 over all the sides to the framework 12; and a plurality of angle plates 3, 3, 3, 3 which are disposed at corners (four corners) of the thin plate 1, integrated with the frame 2, and comes into surface contact with the thin plate 1.
