<P>PROBLEM TO BE SOLVED: To provide a turning driving device for turning a super structure in a construction machine such as a hydraulic shovel and the construction machine, specifically an electro-hydraulic hybrid driving device having a hydraulic motor and an electric motor which can reduce the mechanical loss caused by the hydraulic motor in power generation at the time of braking, and the construction machine. <P>SOLUTION: In an electro-hydraulic hybrid driving device in which the outputs of an electric motor and a hydraulic motor are connected, the output of the hydraulic motor is provided with a clutch.
