<P>PROBLEM TO BE SOLVED: To minimize degradation of radio quality while providing efficient power saving across the entire radio communication system. <P>SOLUTION: A measurement control section 211 acquires measurement results on radio quality of each radio cell from radio terminals. A radio quality estimation section 212 generates a plurality of radio cell sets each consisting of one or more radio cells including a radio cell and/or its neighboring cell. The radio quality estimation section 212 estimates, on the basis of the measurement results acquired by the measurement control means 211, radio quality for the case of power saving control activated for a radio cell included in each of the radio cell sets consisting of one or more radio cells. The radio quality estimation section 212 reports, to a radio base station or a network management apparatus, estimation results on radio quality for the case of power saving control activated.
