<P>PROBLEM TO BE SOLVED: To provide a communication control device and a communication control method, capable of dynamically selecting connection destination PDN depending on a user's use condition and a mobile communication network condition. <P>SOLUTION: A conversion information DB 104 stores a conversion table in which a user's state and connection destination information are described. On receiving from mobile equipment a calling request at least including a user identifier, a user's state identification function unit 101 identifies a user's state according to the user identifier included in the calling request. On the basis of the conversion table stored in the conversion information DB 104, a connection destination conversion function unit 102 selects APN (connection destination information) corresponding to the user's state identified by the user identification function unit 101.
