<P>PROBLEM TO BE SOLVED: To solve the problem that the code amount of indexes to prediction vector candidates increases. <P>SOLUTION: A first prediction vector candidate list generation unit 130 generates a first predicted motion vector candidate list from the motion vectors of already encoded blocks adjacent to a block to be encoded. A second prediction vector candidate list generation unit 132 generates a second predicted motion vector candidate list from the motion vectors of a block at the same position as the block to be encoded and blocks adjacent to the block at the same position in an already encoded image. A coupling determination unit 131 compares the block size and a threshold size of the block to be encoded to determine whether or not to generate a third prediction vector candidate list which combines the first and the second prediction vector candidate lists. When the block size of the block to be encoded is larger than the threshold size thereof, a prediction vector candidate list determination unit 133 generates a third prediction vector candidate list from the first prediction vector candidate list, without combining the second prediction vector candidate list therewith. <P>COPYRIGHT: (C)2013,JPO&INPIT |
