Provided are a cell changing method and device. The method includes: determining a target cell of cell changing as a microcell, wherein cell changing includes cell reselection or cell handover; determining the moving state or moving speed of user equipment; and performing cell changing judgment on the target cell according to the moving state or moving speed of the user equipment. When performing cell changing judgment on the microcell, the embodiments of the present invention take the moving state or moving speed of the user equipment into consideration to reduce unnecessary cell changing directed at the microcell, so that the system burden and user equipment power consumption caused by frequent cell changing are decreased.
