The controller (102) comprises a signal calculation unit (1021) used for calculating a location of the reference point (a) relative to the datum plane (b) according to the input detection signal, calculating a target location of the shovel blade relative to the reference point (a) according to the location of the reference point (a) and an input target location signal, performing conversion according to the calculated target location of the shovel blade to obtain a motion quantity of a drive mechanism in the land leveler, and outputting a control signal to the drive mechanism in the land leveler.
