The plant has a floating body (4) introduced from a store room (6) by a lower conveyor system (5) through a lock (11) in liquid (12) i.e. water, where the lock has liquid separation function. The floating body is lifted to obtain kinetic energy, and moves upward by a rising conveyor system (2). The floating body is passed by an upper conveyor system (7) on the rising conveyor system, where the floating body ends up on the lower conveyor system. The rising conveyor system utilizes the energy of falling of the floating body and produces the energy for maintaining circulation.
