<P>PROBLEM TO BE SOLVED: To prevent the occurrence of image fogging or density unevenness on an output image in a developing device including a developing roller, and a regulating member that comes into pressure-contact with the developing roller to regulate the layer thickness of toner. <P>SOLUTION: A developing roller 5 is provided with a recess 5a1 on the surface thereof, and recesses 5b1 smaller than the recess 5a1 provided on the surface of the recess 5a1.
