PROBLEM TO BE SOLVED: To determine a rectangular movement image area with a simple constitution.

SOLUTION: Movement unit block determination means 5 determines each of unit blocks as a movement unit block if a representative value of a unit block at the same position as a frame to be compared exceeds a threshold. Movement column block determination means 7 defines a collection of unit blocks belonging to the same column as a certain unit block as a column block, and determines the column block as a movement column block if there is a movement unit block in each of column blocks. Movement row block determination means 9 determines each of row blocks as a movement row block if there is a movement unit block in each of the row blocks. First rectangular movement image area determination means 11 determines a rectangular area specified by a unit block belonging to both of the movement row block and the movement column block as a rectangular movement image area.
