<P>PROBLEM TO BE SOLVED: To provide a device and method for managing an installation place of a small radio base station. <P>SOLUTION: A controller 20 for controlling the small radio base station 1 is provided with a management server 6 for receiving current position information from the small radio base station 1, and a positional information server which previously stores registered position information that specifies the position where the small radio base station 1 is installed; receives the current position information from the management server 6, determines whether the small radio base station 1 is installed at the registered position information on the basis of the current position information; and notifies the management server 6 of the determination result.
