<P>PROBLEM TO BE SOLVED: To transmit a message earlier to a reception object person a short distance, and to reduce the oversight of the message. <P>SOLUTION: In this invention, in a transmission terminal device, when vibrations are given to a vibration sensor from a transmitter, the vibrations are detected, and signals including information corresponding to a detected signal and a user ID are transmitted to a center device. The center device specifies a position of a user on the basis of the user ID, minimizes the maximum distance d between a terminal device of a reception object person and the transmission terminal device, specifies the reception object person to whom transmission is not performed yet, and who is present within the maximum distance d, and transmits a request of a response and distance level information. At the time, the maximum distance d is increased until it exceeds a prescribed value, and the reception object person is specified.
