<P>PROBLEM TO BE SOLVED: To provide an occurrence factor and occurrence area of congestion more accurately. <P>SOLUTION: On the basis of probe information including information on vehicle positions and vehicle behaviors provided from plural vehicles, an occurrence area of congestion is detected.
