<P>PROBLEM TO BE SOLVED: To provide a radiation generating device in which a radiation ray generation tube is immersed in insulative liquid, and that has high withstand voltage reliability against a high voltage and can be made small and light, and a radiography device using it. <P>SOLUTION: A radiation generating device comprises an envelope 1 having a first window 2 for transmitting radiation rays, a radiation ray generation tube 10 housed in the envelope 1 and having a second window 15 for transmitting the radiation rays at a position opposed to the first window 2, insulative liquid 8 filled between the envelope 1 and the radiation ray generation tube 10, and a radiation ray shielding member 16 having a radiation ray transmission hole 21 communicated with the second window 15 and projecting toward the first window 2 from the radiation ray generation tube 10.
