<P>PROBLEM TO BE SOLVED: To provide a simple visible light communication method and device that can reliably communicate with a ship and the like on the water while a diver stays at a safe stop position in the depth of 5 m in order for the diver to prevent the onset of a decompression disease in the water with a usual water quality condition where divers can dive. <P>SOLUTION: A visible light communication method and a device thereof use a visible light communication device 1 including a transmitter 3 and a receiver 4 and capable of being used in the underwater. A transmission side modulates transmission information to a pseudo white light emitted by an LED lighting-controlled such that color temperature is 4000-10000 K and light flux is 550-1500 lumen, and transmits the modulated information.
