Disclosed are a radio resource management method and apparatus. The method comprises: an RAN obtaining related information of a user group; and the RAN performing radio resource management on user terminals belonging to the user group according to the obtained related information of the user group. An RAN device comprises: an obtaining module, for obtaining related information of a user group; and a resource management module, for performing radio resource management on user terminals belonging to the user group according to the obtained related information of the user group. The present invention can optimize radio resource allocation of the network side.
