<P>PROBLEM TO BE SOLVED: To provide a fixing device and an image forming device, which can reduce oil marks generated on a recording medium during fixing due to oil supplied to a contacting member, in a structure having the contacting member contacting with a fixing member after stating fixing action and rotated by the driving force of the fixing member. <P>SOLUTION: A fixing device 100 has: a fixing roll 102; an external heating roll 108; a web 112 for supplying oil to the external heating roll 108; a retract mechanism portion 140 for moving the external heating roll 108; a fixing roll side gear 158 for rotating the external heating roll 108; intermediate gears 162, 166, and 172; and an external heating roll side gear 174. The external heating roll 108 rotates at a position separated from the fixing roll 102, and the oil collected in a contacting portion between the web 112 and the external heating roll 108 is levelled on a surface of the external heating roll 108.
