<P>PROBLEM TO BE SOLVED: To provide a method for suppressing throughput degradation in random access control. <P>SOLUTION: A mobile station 10 comprises synchronization determination unit 13, a transmission timing control unit 15, and a transmission unit 16. The synchronization determination unit 13 determines whether upward synchronization is established between the mobile station 10 and a base station 20. If the synchronization is established, the transmission timing control unit 15 determines the timing of reporting the start of data transmission to the base station 20 on the basis of previous transmission timing.
