<P>PROBLEM TO BE SOLVED: To calculate shaft power and consumption power required when a pump is operated at an optional operating point based on a pump characteristic value indicating the optional operating point. <P>SOLUTION: A reference flow rate calculation part 16A calculates a reference flow rate Q<SB POS="POST">0</SB>at a reference operating point R<SB POS="POST">0</SB>based on an input characteristic value 2 obtained by a data acquisition part 11. A reference shaft power calculation part 16B calculates reference shaft power E<SB POS="POST">0</SB>of the pump at a reference point of power P<SB POS="POST">0</SB>based on the reference flow rate Q<SB POS="POST">0</SB>calculated by the reference flow rate calculation part 16A. A power calculation part 16C identifies a shaft power curve in control B<SB POS="POST">1</SB>based on the reference flow rate Q<SB POS="POST">0</SB>calculated by the reference flow rate calculation part 16A, the reference shaft power E<SB POS="POST">0</SB>calculated by the reference shaft power calculation part 16B, and a shaft power curve function shape equation in control in a memory part 15.
