PURPOSE: A silicon resin composition is provided to obtain a silicon resin sheet with excellent preservation stability, optical resistance and thermal resistance. CONSTITUTION: A silicon resin composition comprises: organopolysilane with at least two alkenylsilyl groups in one molecule; organopolysiloxane with at least two hydrosilyl groups in one molecule; a hydrosilation catalyst; and a hardening retardant. The hardening retardant contains tetraalkylammonium hydroxide. The silicon resin sheet is manufactured by molding the silicon resin composition to a sheet shape, and semi-curing the molded sheet by heating the sheet at 40-150°C for 0.1-120 minutes.
