PURPOSE: A method for composing a dynamic multicast and a broadcast service zone and a device thereof are provided to change the number of base stations and base stations used for an MBS(Multicast and Broadcast Service) by composing an MBS zone. CONSTITUTION: A terminal(150) and a serving BS(Base Station)(140) connect a communication channel. The terminal composes a first D-MBS(Dynamic-Multicast and Broadcast Service) zone. A MBS member BS(145) composing the D-MBS zone is selected by using a quality value of a receiving signal received from each BS. The terminal receives an MBS through the MBS member BS and the communication channel.
