<p><P>PROBLEM TO BE SOLVED: To confirm what kind of action should be taken for disaster prevention in emergency such as a disaster or in training assuming emergency. Ž<P>SOLUTION: A corresponding action prediction system includes: a natural language analyzing part for dividing, by morpheme, a character string obtained by performing the natural language analysis of a telegraphic message received from a communication network in emergency; a keyword extraction part for extracting a keyword whose appearance frequency is high from the divided character string; and an action prediction part for referring to a database in which the action expected for contact notification and a keyword included in the contact notification are stored in association by phase obtained by dividing typical contact notification by using the keyword as a key to specify the phase of the contact notification, and for outputting the action a correspondence person should make in the specified phase.
