PURPOSE: A steering wheel and a manufacturing method thereof which evenly generate heat are provided to prevent a heating layer from being separated from a resin layer as a metal conductive layer is evenly coated on a concave part placed between wood and leather portions. CONSTITUTION: A heating steering wheel comprises a wood portion(A), a leather portion(B), and a concave portion(C). The upper pattern of the wood portion is exposed to the outside. The wood portion comprises own heating layer(130). The leather portion is wrapped with leather. The leather portion comprises own heating layer(230). The end of the leather is inserted into the concave portion. The concave portion comprises a conductive coating layer(320) which electrically connects both sides of the concave portion.
